Experiential Logic in the Transformation of Contemporary China’s Social Governance*

How does Chinese society maintain its orderly operation and show stability and harmony to the utmost while China rapidly transforms its economic system and international circumstances become increasingly complicated? This is an important question that this essay tries to answer, and the analysis mainly involves the exploratory practice of the transformation of Chinese social governance. This exploratory practice is a process through which China constantly breaks through the traditional blockades of vested interests, overcomes newly formed challenges, and forms a new Chinese-style “one axis and multiple components” pattern of social governance during its rapid re-establishment of both social relationship structure and social psychology order on the unbalanced and insufficient conditions of development within its vast territory. During this process, the constant return to the CPC’s mass line, as well as the “mechanism of reversed transmission of pressure,” the “anticipation-led mechanism” and the “mechanism of turning crisis into opportunity” that the CPC has improved during its long-term revolutionary struggles and its deepening of reform and opening-up, has played an important part. The simplistic duplication of Western theoretical analytic paradigms cannot explain the experiential mechanism for the transformation of social governance, which is peculiar to China. The creation of research framework of “system and life” is just an effort for comparison and dialogues with Western classical theories. It is not only helpful for the development of sociology about Chinese transformation, but will provide new knowledge for worldwide social transformation.

The intergenerational education spillovers of pension reform in China

Economic theory establishes that pension privatization weakens the link between old and young and so reduces the incentive to invest in public education in an economy with lower return rate of capital than growth rate of wage. However, empirical studies of the link change are few. In this paper, we investigate the effects of pension privatization and the central government’s subsidy to individual accounts on public education spending in a three-period overlapping generation model. And then, we take contemporary pension reforms in a number of Chinese provinces as offering natural experiment conditions. Using a difference-in-difference framework and 282 municipal districts panel data over years 1998–2009, we test the pension-education theoretical link change. Both our theoretical and empirical results confirm that pension privatization is adversely associated with local public spending on education in China. Private pension subsidies, moreover, magnify this effect. Our study supports the theoretical assertion and selective empirical findings of a negative intergenerational effect of pension privatization.

异质性技术视角下中国高技术制造业创新效率研究

目前，学术界对选取何种风险调整贴现率期限结构还存在争议，导致对同类投资项目得 出不同的管理指引意见． 针对这一争议，本文通过划分资本产出方式， 寻找影响贴现率结构的 主要因素． 研究表明，不确定的宏观经济产出和项目非系统风险共同影响风险溢价系数， 同时 风险溢价系数决定贴现率期限结构． 其中，当风险溢价系数大于某确定阈值， 贴现率随时间递 增; 其余情况表现为递减．     

Relation between the skew-rank of an oriented graph and the independence number of its underlying graph

An oriented graph \(G^\sigma \) is a digraph without loops or multiple arcs whose underlying graph is G. Let \(S\left( G^\sigma \right) \) be the skew-adjacency matrix of \(G^\sigma \) and \(\alpha (G)\) be the independence number of G. The rank of \(S(G^\sigma )\) is called the skew-rank of \(G^\sigma \), denoted by \(sr(G^\sigma )\). Wong et al. (Eur J Comb 54:76–86, 2016) studied the relationship between the skew-rank of an oriented graph and the rank of its underlying graph. In this paper, the correlation involving the skew-rank, the independence number, and some other parameters are considered. First we show that \(sr(G^\sigma )+2\alpha (G)\geqslant 2|V_G|-2d(G)\), where \(|V_G|\) is the order of G and d(G) is the dimension of cycle space of G. We also obtain sharp lower bounds for \(sr(G^\sigma )+\alpha (G),\, sr(G^\sigma )-\alpha (G)\), \(sr(G^\sigma )/\alpha (G)\) and characterize all corresponding extremal graphs.     

HORIZONTAL MERGERS IN THE PRESENCE OF CAPACITY CONSTRAINTS

We examine a merger between two competitors in a Bertrand‐Edgeworth model. We find that the effects of merger depend on the tightness of capacity constraints. The combination of two firms has no price effect if and only if the capacity constraints of all firms are binding both before and after the merger. However, a merger may turn a binding capacity constraint into a slack one, which results in higher prices. In an industry where excess capacity drives the premerger prices of all firms to the marginal cost, a merger may cause prices to rise even though aggregate capacity remains constant.
